Hartsel Fire Protection District charges an Impact Fee of $763.00 for all new residential construction. Commercial construction is also charged an impact fee, but the amount varies depending on the size and type of project. This only applies to the first structure on your property. 

Hartsel Fire Protection District (“District”) legislatively adopts a schedule of impact fees to be imposed on the construction of new buildings, structures, facilities, or improvements within the District’s jurisdictional boundaries. The District has taken extensive steps to ensure that these fees are fully consistent with the Colorado Revised Statutes governing impact fees, specifically C.R.S. § 29-20-104.5. The fees are grounded in a comprehensive nexus study that establishes a direct, quantifiable link between new construction and the additional capital demands placed on our fire and emergency services. These fees are restricted by law and are utilized exclusively for the expansion of capital infrastructure such as the construction of new fire stations and the procurement of vehicles and apparatus, specifically needed to serve new growth. These investments provide a direct benefit by ensuring that new residential and commercial projects maintain high-level safety standards and favorable Insurance Services Office (ISO) ratings, which can directly influence long-term insurance premiums and property marketability. By adopting these fees, the District is ensuring the infrastructure required to protect your investment is in place from day one without diluting the service levels provided to the rest of the community. 

​Please visit the HFPD Headquarters prior to visiting the Park County Building Department. Building permits will not be issued by Park County until the fee has been paid. You can also email all your documents to admin@hartselfire.org, and mail in your payment. If you would like to pay using your card, you may do so below with the "Pay Now" button. Your address sign is included with the Impact Fee process and payment.

• Copy of your Plot Plan
• Copy of the Blueprints
• Copy of the Deed to the property
• Payment of $763.00 (cash, check or online)
